For enable command prompt, enable folder option, task manager, regedit, search bar.... Please copy all below this and paste at  NOTEPADE as repair.inf   .  To run this repair, right click the repair.inf, and press install.... After that, try restart computer... After restart you can use the cmd and another aplication....
